(1) The Speaker shall decide whether a question is admissible or not and may reject such question in whole or in part if it appears that the right to ask questions has been misused or is against the constitution or these rules or is likely to harm the reputation of the House or disturb the proceedings of the meeting.(2) ) if the chairman deems it appropriate, he may make necessary amendments for the purpose of making it in accordance with the rules without affecting the summary of the question. (3) According to sub-rule (2), the chairman may consult with the questioning member before making the amendment. According to 49, the decision made by the chairman regarding matters that cannot be questioned will be final.
